What the propaganda arm of the empire most desired from its English-speaking staff was a short-wave radio program to be disseminated throughout the Pacific, specifically targeting American servicemen. According to Judith Keene, author of Treason on the Airways, Japan had put considerable resources into short-wave psychology since the mid-1930s, under the authority of the national media. She adds that, during the period in which Toguri served as an announcer for the central station, the Japanese government was confident that they were winning the “thought wars.”[41] In the latest offerings, American men were to hear the music of their home culture, to be subjected to the memory of love, sports, cars, family, and food. The broadcasts, as designed by Japanese writers interested in playing with the American psyche, were required to quietly demoralize the enemy and yet remain credible enough to attract and hold an audience for an entire hour. By the time Iva Toguri sat at the helm of her own 15-minute segment, in what was titled the Zero Hour, the radio campaign had been up and running for nearly nine months. The Japanese propaganda wing understood well the power of live broadcasts over published literature that lacked the sound of the human voice and was virtually useless for semi-illiterates or non-academics.
